The U.S. Department of Education has issued a Notice of Proposed Rulemaking that would redefine which programs qualify as a “professional degree” under the One Big Beautiful Bill Act.   Notably, nursing is excluded from the proposed list. The rule would also eliminate the Grad PLUS program and impose new annual and lifetime borrowing limits for graduate students.   Healthcare institutions, nursing schools, and academic medical centers could see significant impacts.
