🚀 The BSC AI Factory will be at AMETIC AI Summit 2026! We are excited to share that Albert Cañigueral Bagó, Factory One-Stop Manager at the Barcelona Supercomputing Center (BSC), will take part in a panel discussion at one of Spain's most prominent AI events, taking place on 15 and 16 April 2026 in Madrid. The India AI Impact Summit 2026 was a critical moment to put openness in AI systems at the forefront. However, openness alone is not a silver bullet and must be complemented by robust governance and guardrails. 🇪🇺 𝐌𝐚𝐩𝐩𝐢𝐧𝐠 𝐄𝐮𝐫𝐚𝐩𝐞’𝐬 𝐄𝐊𝐞𝐫𝐠𝐢𝐧𝐠 𝐀𝐈 𝐏𝐚𝐥𝐢𝐜𝐲 𝐏𝐚𝐫𝐭𝐟𝐚𝐥𝐢𝐚 Between 2024 and 2025, the European Commission launched nearly 100 AI initiatives across four major policy frameworks: The AI Continent Action Plan (COM165) The Apply AI Strategy (COM723) The AI in Science Strategy (COM724) The Data Union Strategy (COM835). The Future Society mapped and analysed this entire portfolio to understand whether Europe has built a coherent AI sovereignty strategy or a fragmented collection of programmes. Here's what we found: 1⃣ Governance and innovation lead the agenda, but initiative counts can be misleading. Computing Infrastructure accounts for only 5 of 96 initiatives yet commands over €30 billion in funding. Meanwhile, Data is the only policy domain without a single confirmed budget line. 2⃣ 60% of initiatives are already operational, signalling a genuine shift from planning to delivery. Yet critical interdependencies remain unresolved: research programmes depend on computing infrastructure with no published timeline alignment. 3⃣ 65% of initiatives have no disclosed budget during the most critical implementation phase (2025-2026). Without transparency, distinguishing genuinely resourced initiatives from aspirational ones is difficult. 4⃣ Only 10% of initiatives have any international dimension, despite the Commission framing its AI ambitions in competitive terms against the US and China. The next two years will be decisive. Europe has put an ambitious policy portfolio on the table. The challenge now is whether it can translate that portfolio into a credible path toward AI sovereignty. 🔓 The European Commission's proposed Open Digital Ecosystems Strategy marks a turning point in how we think about digital sovereignty. In our latest analysis, Aditya Singh and Alek Tarkowski examined the submissions to the EC's call for evidence. What emerged is a clear message: fostering open digital ecosystems is no longer just about open source licensing—it's about stewardship, reciprocity, and sustaining the communities that maintain our critical digital infrastructure. Key insights from the responses: 🔹 Beyond code: Digital sovereignty requires supporting the full ecosystem—including open data commons like OpenStreetMap that can power public AI. 🔹 Procurement as strategy: Public spending can be leveraged to ensure that value flows back to communities, not just commercial actors. 🔹 Commoning matters: Digital Commons aren't just freely available resources—they're infrastructures that require collective stewardship and public investment. This shift—from viewing open source as an industrial input to recognizing it as a Digital Commons—is essential for building resilient, democratic, and genuinely sovereign digital infrastructures.
