What can culture do for health? How can #artist receive funding to provide health services? How must health administration innovate to empower artists driven health services? Even though this question strikes me as strange and raises suspicions of the arts being exploited, it is still worth exploring. E-Valuate - Der lernende Staat. Wie können Bundesministerien wirkungsorientierter arbeiten? She points out, that "impactful changes depend on systemic shifts, requiring many individuals in various positions to embrace a common vision. Here are some 𝘁𝗵𝗼𝘂𝗴𝗵𝘁-𝗽𝗿𝗼𝘃𝗼𝗸𝗶𝗻𝗴 𝗾𝘂𝗲𝘀𝘁𝗶𝗼𝗻𝘀 𝘁𝗼 𝗰𝗵𝗮𝗹𝗹𝗲𝗻𝗴𝗲 𝗲𝘅𝗶𝘀𝘁𝗶𝗻𝗴 𝗽𝗮𝗿𝗮𝗱𝗶𝗴𝗺𝘀 and assumptions: 1. How can trust-building be fostered in the public context? 2. How can colleagues become allies, and how can the mindset of those resistant to innovation be changed? 3. How do you find the right language to communicate between different worlds?" Here an analysis along the 3I´s of the Creative Bureaucracy Festival: 👉 THE ISSUE:  Montevideo faces a structural gap where robust electoral participation contrasts with low voluntary engagement, as citizen input remains disconnected from the city's internal, goal-setting Management Commitments System, leading to low trust and limited collaborative governance. ❓ THE IDEA:  NEXO integrates citizen participation and government management by allowing residents' proposals to become formal, incentivized goals within Montevideo's established, results-based Management Commitments System, effectively opening an existing institutional framework to the community. ‼️ THE IMPACT:  NEXO has already generated early impact through community co-design and prototyping, leading to its formal integration into Montevideo's Strategic Plan and activating the city's robust management system to transform citizen-driven proposals into traceable municipal goals, with future plans to measure trust and participation.
